Dear Sir Samuel,
I am much obliged to you for your note of yesterday
enclosing copy of the telegram from Clementi.
I hasten to communicate to you herewith copies of telegraphic correspondence exchanged with Lord Willingdon, from which you will see that the Delegation are now
themselves disinclined to visit Canton, and could not in
any case do so in full force.
In all the circumstances I am authorised to inform
you at once that we do not propose to press the
matter further, as you will no doubt wish to let Clementi
know that in view of the terms of Lord Willingdon's
reply the proposed visit to Canton has been definitely
dropped,
